CITIZEN HALL
PUBLIC INTERIOR PLAZA
Citizen Hall is an open space dedicated to support Seoul citizens initiatives and it is located in the basement of the new City Hall. The activities hosted vary and they include a large indoor plaza, several exhibition areas, shops, thematic galleries, community spaces, archeological remains, a wedding hall, recording studios and original spaces from the colonial Town Hall.
The project took advantage of the site's multiple accessibility. The space offers to the visitors the possibility to move quickly between the two main gates or to indulge in some of the activities encountered on the way : rest in the open lounge, listen to a concert or walk through the sky galleries. For this reason the space is barcoded in colors to provide visual guidance: strips of ten different tints, an enhanced version of the traditional palette provided by the City of Seoul, run from the ceiling to the wall and all the way to the floor. They help the visitors to identify the space they are looking for, such as the orange section of the lounge or the blue strip of the gift shop; but they are also useful to select the area that citizens want to use for their planned initiatives. In fact all the Citizen Hall can be rented, previous approval, through a public platform: we presented our Borrowed City book on the yellow strip of the lounge!

시민청은 서울 시민의 이니셔티브를 지원하기 위한 열린 공간으로 서울시청 신청사 지하에 위치하고 있다. 시민청의 대형 실내광장, 여러 전시 구역, 상점, 테마 갤러리, 커뮤니티 공간, 고고학 유적지, 웨딩 홀, 녹음 스튜디오 및 식민지 시대 당시 시청의 원래 공간을 포함한 다양한 공간에서 다양한 방식으로 활용되고 있다.
시민청은 접근성이 좋고 주 출입구가 양쪽에 위치해 있는데 이 프로젝트는 이러한 특성을 잘 활용하였다. 방문객들은 공간을 빠르게 이동할 수 있고 이동중에 여러가지 활동들을 접하게 되면서 잠시 활동에 참여할 수 있는 가능성을 충분히 제공해준다. 활짝라운지에서 휴식을 취하거나 콘서트를 관람한다던지, 또는 그저 하늘 갤러리를 거니는 것도 가능하다. 이러한 가능성을 잘 살려주기 위해 공간은 시각적 안내를 제공할 수 있도록 각 공간을 색깔에 따라 구분하였다. 서울색에서 가져온 10가지 색상을 더욱 향상시켜서 적용된 스트립들은 천장에서 벽, 바닥까지 이어진다. 각 색깔 스트립들은 방문객이 원하는 장소를 찾아갈 수 있게 도와준다. 주황색을 따라 라운지로 가거나 파란색 선을 따라 상점에 다다를 수도 있다. 라운지의 주황색 구역이나 상점의 파란색 줄과 같이 방문자가 원하는 공간을 식별하도록 도와준다. 뿐만 아니라 시민들이 계획된 이니셔티브에 사용할 장소를 선택할 때도 유용하다. 실제로 모든 시민청의 공간은 공공플랫폼을 통해 대관이 가능하며 시민들의 많이 활용하고 있다. 우리 모토엘라스티코 또한 활짝라운지를 빌려서 노란색 스트립에서 우리의 출간 도서인 빌린도시 출판기념 행사를 치뤘다.
